In 1990 there was still USSR. My bad. I don't know why I thought USSR collapsed just a year after Poland reclaim full independence. Maybe it's because Estonia, Lithuania and Latvia declared their independence in 1990. Thanks for your alertness. |

Yes, Lithuania (like Estonia and Latvia) declared their independence in 1990, but all these countries officially gained their independence 6.09.1991 after recognition of that fact by the USSR. (That's how we learn about it in Poland.) |

(I hope you know what I mean) It's hard to tell for me as a decent citizen, by AFAIK it's all about improving the inefficient administration. Some provinces were also too weak economically and thus less efficient and effective, so to provide a better and sustainable development Parliament centralized administrative authority around major cities. Most former provincial cities were transformed to city-counties taking care only for itself and neighbour counties. It's hard for me to judge the results, but for sure one of effects of this administrative reform are improving of funds spending andsignificantly accelerate decision-making, the establishment of procurement and implementation of major investments. |
