Why do they have two different names, years, designers, etc?

I'm not sure about the designers, but for different naming, they probably did it to announce the model that was introduced in Dakar 2003

I too was born in the municipality of Born. I used to see the only major car factory of the Netherlands on a daily basis, and the name of the town doesn't actually have a meaning in Dutch.

Lancer Evolutions have always been built in the same plant, so it might be a regular Lancer Evo tuned in either Japan or the UK.

A quick look on wikipedia: "In the United Kingdom, many special Evolutions were introduced, including the FQ300, FQ320, FQ340, and FQ400 variants." and "The FQ400, sold through Ralliart UK (..) the result of special modifications by United Kingdom tuning firms Rampage Tuning, Owen Developments, and Flow Race Engines."
