Yes, this engine is based on International Harvester B275 Tractor Diesel Engine from 60's which has 38 hp.

This engine meets indian BS-IV emission standards which allows at most 1g/km CO (2x more than Euro 6) and 0.18g/km HC+Nx (0.01g/km more than Euro 6).
