Some provinces were also too weak economically and thus less efficient and effective, so to provide a better and sustainable development Parliament centralized administrative authority around major cities. Most former provincial cities were transformed to city-counties taking care only for itself and neighbour counties. It's hard for me to judge the results, but for sure one of effects of this administrative reform are improving of funds spending andsignificantly accelerate decision-making, the establishment of procurement and implementation of major investments. |
